Disposal of things if there is no owner or owner cannot be located
If: (a) a thing is seized under this Division; and (b) a person would otherwise be required to return the thing to its owner; and (c) there is no owner or the person cannot, despite making reasonable efforts, locate the owner; the person may dispose of the thing in such manner as he or she thinks appropriate.
