It is presumed, unless the contrary is proved, that a document purporting to have been printed by authority of an Australian Parliament, a House of an Australian Parliament, a committee of such a House or a committee of an Australian Parliament— (a) is what it purports to be, and (b) was published on the day on which it purports to have been published.
